At only 26 years of age, Manitoba's Stephen Rice has been a leader in an attempt to network within his province. Access for computer co-ordination in Manitoba he describes as "poor".
He has helped connect various communities which all must go through Winnipeg.
"Blue Sky", a company of which he is chair, he sees as "like Internet".
Right now it depends on the telephone company. Their rates are a little bit cheaper.
There are back-up machines, with some advantages and some problems. One of these problems is if one machine in the province goes down, it takes all the others with it.
Augmenting his words with diagrams, Mr. Rice made clear the difficulties of setting up computer technologies in just one province.
